Trudes Union Adviser.

I approve creation on salary scale mentioned of post of additional Labour Officer, whose duties will be primarily those of a trades union adviser, but it is important that the person appointed should be regarded as a labour officer under the jurisdiction of the Labour Commissioner and not as an adviser to the Governor.

2. A suitable person in view for this post is Kenneth A. Baker, 40 years of age, at present Trades Union Adviser, Mauritius and in receipt of a salary at the rate of £700 a year. He was appointed to this temporary post in December, 1944, for six months in the first instance. His engagement was subsequently extended and expires in July next. At the time of his appointment he was President of the Fire Brigades Union in the United Kingdom.

3. Person named has applied to be appointed permanently to the Colonial Service and if he is finally selected for appointment in Hong Kong and accepts, I should hope that arrangements can be made for him to take it up at

once.
